The California Optimization Bond is an organizing architecture for sustained resilience investment.

It starts with the resilience work that needs to be done, the outcomes it creates and the people and organisations that benefit. It connects existing grants, public budgets and philanthropy before asking whether other funding or financing can genuinely improve the result.

A bond is a possible outcome, not the starting assumption.

California already invests substantially in wildfire and climate resilience, but activity, funding and benefits often sit across different programs, agencies and funding cycles.

The value of prevention is also widely distributed — across communities, water, infrastructure, public budgets, ecosystems, businesses and potentially insurance.


The challenge is to make those benefits visible and connect them to more durable funding.

Napa County

Napa County is the first major place-based proof point for the California Optimization Bond and Darwin Vantage.


With support from CSAA Insurance Group, the Darwin Fund has completed Phase 1 of the Napa Wildfire Resilience System study.


Napa already has many of the pieces California needs: community programs, home and parcel resilience, land and fuel treatment, roads and evacuation routes, water assets, utility infrastructure, insurer engagement and experienced local organizations.


Using Darwin Vantage, Phase 1 has examined how those pieces can be connected into a maintained, measurable resilience system — and how the value created could support more durable funding and better-targeted investment.


The next step is a focused real-world test: moving from the county-wide picture to a defined Napa area or corridor and testing how maintained resilience can be evidenced, how that evidence can become useful to real decision-makers, and which funding routes can sustain the work most effectively.


Full Phase 1 findings will be published shortly.

From Napa to California

Napa is deliberately bounded: the purpose is to test a repeatable approach, not to solve California’s wildfire challenge in one step. 


The approach creates a practical pathway for the same architecture to be adapted by counties, fire agencies, insurers, utilities, water managers, community organizations and other partners and applied to different places and resilience challenges across California.

It provides an early scientific foundation for the California Optimization Bond and establishes important guardrails around local validation, measurement and financial claims.
